In February 2005, the Government of South Australia in collaboration with the Wine Industry, launched the document Wine: A Partnership 2005 - 2010. This document mapped out the strategic direction for the partnership between government and the wine industry.
Accompanying the Partnership Strategy, the Operational Program, takes that direction further.
The Operational Program framework contains strategies, actions, responsibilities and indicators for each of the eight objectives set out in Wine: A Partnership 2005 - 2010 and will be reviewed, modified and reported on, through continual liaison between the South Australian Wine Industry Council, it's Issues and Task Groups and the Wine Industry.
Providing summary status reports presented to the South Australian Wine Industry Council (SAWIC) on a quarterly basis the Operational Program will also contain relevant indicators that will be assessed and reported on annually and contains cross functional links to other existing development plans in the industry and across all government agencies.
As part of the planning process and throughout the course of the program, objectives and strategies may be identified or modified. These changes will be incorporated throughout the duration of the program and reflected through the reporting structure.
In keeping with the strategic direction of South Australia's Strategic Plan and linking directly to its targets, the Operational Program articulates how each of the objectives in Wine: A Partnership 2005 - 2010 and its strategies, contribute to five of the six objectives in South Australia's Strategic Plan, namely Growing Prosperity, Attaining Sustainability, Fostering Creativity, Building Communities and Expanding Opportunity and the targets set out under each objective.
Taking each related target from South Australia's Strategic Plan, all objectives and strategies set out in Wine: A Partnership 2005 - 2010 have been linked together to achieve a mutually beneficial outcome for the state of South Australia and the wine industry.
The Operational Program's framework will be populated and driven via the Task Groups that have been outlined on page 31 of the Operational Program and nominations for representation are currently being sought.
The objectives from the Partnership Strategy, Wine: A Partnership 2005 - 2010, are grouped together to form five Focus Streams. Each Focus Stream has a Task Group assigned to it, made up from representatives from relevant government departments and the industry, to address the issues that arise in those areas. The Operational Program's framework has been populated and is driven via the Task Groups: Streamlining Regulatory Services, Natural Resource Management, Research/ Innovation and Technology, Infrastructure/ Logistics and Support, Tourism, Workforce Development.
Some Task Groups meet on a regular basis and some meet on an ad hoc basis, depending on the needs of the area.
